简介:曹晶,公共管理系副教授,华东师范大学教育学博士,印第安纳大学教育学院访问学者。主要从事教育政策、教育评价研究,近期研究方向为教育评价数字化转型。主持、参与全国教育科学规划项目、上海市教育科学研究项目(含重大项目)4项,研究成果发表在《中国高教研究》等重要期刊。

JingCao is an associate professor in the Department of Public Administration, Doctor of Education, visiting scholar at Indiana University School of Education. She mainly engaged in research on educational policy and educational evaluation. Her recent research directions are educational digital policy and educational evaluation data governance. She hosted and participated in 4 national education science planning projects and Shanghai education science research projects (including major projects), and published some papers in important journals such as China Higher Education Research.

摘要:数据是教育评价的核心要素之一,数据治理的整体性、去中心化等特征与高等教育第三方评价公信力建设存在明显的耦合性。评价过程中数据获取机制、数据处理机制、信息沟通机制和信息公开机制能够有效提升第三方评价的客观性、专业性、公开性及公正性;第三方评估道德风险、被评估逆向主导、过度行政干预、评估结果误用滥用等主体评价行为的数据治理机制能够促进第三方评估的公信力改进。为此,要树立教育评估的数据治理思维,形成数据文化;构建第三方评估协同模式,实现政校社之间的良性互动,提升信任水平;完善评估数据治理制度,构建主体利益保障机制。

Data is one of the core elements of education evaluation. The integrity and decentralization of data governance are obviously coupled with the credibility construction of the third-party evaluation of higher education. The data acquisition mechanism, data processing mechanism, information communication mechanism and information disclosure mechanism in the evaluation process can effectively improve the objectivity, professionalism, openness and impartiality of the third-party evaluation; The data governance mechanism of the third-party evaluation of moral hazard, the reverse dominance of the evaluated, excessive administrative intervention, misuse and abuse of evaluation results and other main evaluation behaviors can promote the improvement of the credibility of the third-party evaluation. To this end, we should establish the data governance thinking of educational evaluation and form a data culture; Build a third-party evaluation collaboration model, realize the benign interaction between politics, schools and society, and improve the level of trust; We will improve the evaluation data governance system  and build a mechanism to safeguard the interests of the main body.
